Deci­sion sup­port for author­i­ties and clients

With the appli­ca­tion of the EMIS­SIONS LIM­IT VAL­UES ANALY­SIS, we sup­port both the tech­ni­cal author­i­ties and the client in their deci­sions. If we seek a solu­tion as a fun­da­men­tal objec­tive that meets one hand, the statu­to­ry objec­tives of the Author­i­ty and the oth­er for. B. tak­ing into account the long-planned re-use for the site, then a VARI­ANT INVES­TI­GA­TION for var­i­ous mea­sures is essen­tial. We ana­lyze PAR­AL­LEL the effects of a change of mea­sures on eco­log­i­cal and eco­nom­ic aspects until a sat­is­fac­to­ry result for all respon­si­ble per­sons is achieved. In doing so, we strike a bal­ance between the eco­log­i­cal require­ments of the spe­cial­ist author­i­ty and the eco­nom­ic aspects of the client. This con­sid­er­ably sim­pli­fies coop­er­a­tion in the licens­ing procedure.

ADVAN­TAGE FOR THE DEPART­MENT – FIN­STER­WALDER EMIS­SION LIM­IT VAL­U­A­TION ANALY­SIS
The num­ber of para­me­ters and their com­bi­na­tions for assess­ing the suit­abil­i­ty of sites, the use of mate­ri­als or the effec­tive­ness of mea­sures are so diverse that a uni­form and gen­er­al spec­i­fi­ca­tion is not pos­si­ble. The advan­tage of the EMIS­SIONS LIM­IT VAL­UES ANALY­SIS is the link between the eco­log­i­cal require­ment (legal tar­gets) and the proof of effec­tive­ness of the planned mea­sure (eg land­fill pro­tec­tion) with the data of the loca­tion. This elim­i­nates the uncer­tain­ty in the assess­ment. This con­di­tion is not pos­si­ble if the assess­ment is based sole­ly on con­trol and mon­i­tor­ing mea­sures. The nec­es­sary mea­sures of a tech­ni­cal and eco­log­i­cal nature or any nec­es­sary con­trol and mon­i­tor­ing mea­sures (type and scope) are rather a result of the emis­sion lim­it val­ue analy­sis and thus part of our ver­i­fi­ca­tion in the plan­ning phase. With the results of the emis­sion lim­it analy­sis, we can elim­i­nate all those vari­ants (or loca­tions, mate­ri­als, etc.) that do not meet the envi­ron­men­tal require­ments of the author­i­ty, i. E. do not allow last­ing com­pli­ance with envi­ron­men­tal targets.

ADVAN­TAGE FOR THE CON­TRAC­TOR – FIN­STER­WALDER EMIS­SION LIM­IT VAL­U­A­TION ANALY­SIS
With the EMIS­SIONS LIM­IT ANALY­SIS, we can com­pare the safe­ty sys­tems offered on the mar­ket on a con­sis­tent basis and assess them in terms of emis­sion safe­ty for the site. The pro­ce­dure using the prin­ci­ple of pre­ven­tion has the advan­tage that one knows the max­i­mum pos­si­ble pol­lu­tion of ground­wa­ter and leachate by ingre­di­ents from the source (eg land­fill) as a func­tion of time. In the plan­ning phase, there­fore, it is already known whether the mea­sure, which has been adapt­ed to the loca­tion and the bound­ary con­di­tions, will also meet the eco­log­i­cal tar­gets in the long term. Thus, the required amount of invest­ment and oper­at­ing costs can be deter­mined and opti­mized. The mon­e­tary advan­tage for the client results from a uni­form eval­u­a­tion in agree­ment with the spec­i­fi­ca­tions of the author­i­ty. Our approach enables the reli­able cal­cu­la­tion of mate­r­i­al and con­struc­tion costs as part of the plan­ning task.

Our approach accord­ing to PRIN­CI­PLE OF PRE­CAU­TIONS can be done regard­less of the field of appli­ca­tion. The eco­log­i­cal require­ment can refer to legal require­ments and spec­i­fi­ca­tions for the adher­ence to the qual­i­ty of a mea­sure, which are:

  • Land­fill ordinance
  • Ground­wa­ter ordinance
  • Fed­er­al soil pro­tec­tion act
  • Fed­er­al soil pro­tec­tion and con­t­a­m­i­nat­ed sites ordinance
  • Reg­u­la­tion ground­wa­ter / sub­sti­tute build­ing mate­ri­als / soil pro­tec­tion (Sta­tus: draft of 26 Novem­ber 2012)
  • Applic­a­ble DIN standards
  • Nation­wide qual­i­ty stan­dards (LAGA)
