Both soil and groundwater are vital resources but limited in their abundance, quality and quantity. Due to this limitation, the protection of both goods is in accordance with the law, so that a harmful contamination or any other adverse change in their properties can not be obtained.

However, harmful soil and groundwater contaminants may originate from a variety of sources, e.g. Old sites, old deposits, dumps, landfills, intermediate and final storage, claims etc.
The transport of pollutants mainly takes place via the pore water of the unsaturated soil zone into the groundwater. Pollutant transport depends on the prevailing pressure and concentration gradients.
A so-called zero emission is not achievable according to the physical laws of mass transport. This means that generally only emission-reducing measures are available.

Thus, the hazard potential of a location with respect to the protected goods soil and groundwater is known and can be limited from the beginning by measures to a tolerable value.
